About this event

11 am: Boulder Eviction Prevention and Rental Services (EPRAS) Fee Seminar
Each year Boulder rental property owners and managers pay a fee to the city for each unit they own or manage.  The fee funds the Eviction Prevention and Rental Services Program.  Join us to learn more about how this money is used by the city and what the future of the program looks like.

12: Colorado Population & Economic Update for 2026 - Emily Dohrman, Senior Economist with the Legislative Council Staff and Kate Watkins, Colorado State Demographer

This presentation will explore recent movements in economic conditions for the United States and Colorado, including inflation, tariffs, employment, household finances, and housing trends. We will also cover current projections for the economy in a time of high uncertainty.

Kate will discuss Colorado and Boulder County's evolving demographics and how they may impact state and regional housing markets, workforce, and communities. Our populations are aging and population growth slowing. How will Boulder County be impacted and how does it compare to other areas of the state?

Emily Dohrman is a Senior Economist with Legislative Council Staff, the nonpartisan research agency for the Colorado General Assembly. She helps forecast Colorado's economy and tax revenue and analyzes the fiscal impact of new legislation to assist the legislature in maintaining a balanced budget. Emily specializes in forecasting inflation, household finances, unemployment insurance payments, property taxes, and marijuana tax revenue. Prior to Legislative Council Staff, Emily was an Economist in the Governor's Office and a Research Analyst at the Federal Reserve Bank of Cleveland.

Kate Watkins is Colorado’s State Demographer. She leads the State Demography Office within the Department of Local Affairs. The State Demography Office produces population and economic estimates and forecasts for use by the business community, nonprofits, and state and local governments. Kate has nearly two decades of experience analyzing economic and demographic trends in Colorado and beyond. Her career history includes serving as the Chief Economist for Colorado’s state legislature, as an economist at the Denver Branch of the Federal Reserve Bank of Kansas City, and as a private sector consultant. Kate holds a Ph.D. from Cornell University.
