NEW - Boulder has Created a new SmartRegs Tool Kit for Owners


The city’s new SmartRegs/Rental Inspection Tool Kit for owners/manages can be found at
www.BoulderColorado.gov/smartregs/owners.  

 

The site includes a wealth of information regarding both the Boulder Rental Inspection Program as well as the SmartRegs Energy Retrofit program.  The SmartRegs video is an especially good overview of what one can expect from SmartRegs. 

 


Boulder’s  “SmartRegs”  Energy Efficiency Requirement

The city of Boulder’s SmartRegs ordinance which requires all residential rental property to meet certain energy efficiency benchmarks is now in effect.

 

There is no question this new ordinance adds additional “hassles” and expense for owners; however, the costs have been reduced  with help from the EnergySmart program and rebates being offered by Xcel, Boulder County, and the City of Boulder.

 

The energy efficiency component of SmartRegs mandates that rental property owners meet an efficiency standard of 100 prescriptive points or a HERS (Home Energy Rating Score) of 120. These measurements take into account items such as a property’s insulation, heating and cooling systems, and physical building design.

 

These energy efficiency benchmarks must be achieved by January, 2019;  however, a number of landlords have already had the audits done and either had their units meet the 100 points or know that their property does not meet the code and are now aware of the upgrades that must be made.

 

If you own rental property in the city of Boulder, you may want to consider taking advantage of these rebates and also take advantage of EnergySmart’s resources and pool of qualified contractors. These resources are allocated on a “first come, first serve basis”.

 

A word of caution – these rebates and incentives have changed from month to month, so be sure to get current information before planning the work.

 

BARHA members have been provided with helpful advice as to best work with this rather confusing new City of Boulder requirement.  BARHA has been involved from the inception of this program and we continue to monitor and work to improve the system for the good of all rental property owners in Boulder. 
 

NEW Important News

 

EZEO functions transferred to Boulder Police

 

Key Environmental and Zoning Enforcement (EZEO) functions have been transferred to the Boulder Police Department. 

 

The BPD is hiring two full time new code enforcement officers and a full time supervisor to staff this new department.  The switch over is planned to be in place by late September.   This new unit will handle weeds, trash, litter, snow removal, and sign complaints. 

 

Two current EZEO officers will remain and handle over-occupancy and zoning complaints.  The new officers will be in police uniform and will have pPrizeolice radios, but will not carry weapons.   They will office at 16th & Pearl to be near the Hill, the Pearl Street Mall and Goss Grove. 

 

Noise and nuisance party enforcement will continue to be handled by normal police officers, as is now the case.   We’ll keep members updated as this important change is implemented.  

 


Cleaning Up the Hill:Pilot Planned This Fall for
High-Density Residential Services District
 
A pilot University Hill neighborhood High-Density Residential Services District will share costs and create economies of scale for basic maintenance services, such as litter, graffiti and snow removal.

The pilot is designed to gather information and demonstrate the positive effects of coordinated maintenance.  The project area is between 10th and 13th streets, and between College and Pleasant avenues.  It will take place between September 30 and November 7, 2011. 
 
The services provided during the pilot project include litter pick-up, graffiti removal, limited landscaping clean-up, and limited snow removal, depending on weather.
 
Attend the committee meeting, Friday, Sept. 23 from 9:30-10:30 at Grace Lutheran Church, 1001 13th St.  Boulder.

Advocacy

 

Rent control and/or exclusionary zoning.

Once again last year, a bill was brought forth at the State Legislature that would have allowed individual cities the ability to institute rent control and/or inclusionary zoning. The bill indicted it would be voluntary compliance, but as is often the case, the "devil is in the details"!

The current status is that Rent Control is prohibited throughout the State, so this bill would have been a drastic change for our industry. Since the Democrats had control of both houses of the Colorado Legislature, this issue came up both last year and the year before as well.

Boulder plays an important part in these legislative issues because-many BARHA members contact the House Committee members to educate them and encourage them to vote No on bills such as this that violate private property rights. We need to maintain our constant vigilance of happenings at the State Legislature and we greatly appreciate the hard work and cooperation of our BARHA members in these efforts.

Rental property owners and managers

 

We represent the interests of the owners of more than 10,500 residential rental units in the City and County of Boulder. We offer a valuable monthly newsletter, excellent education and training opportunities, and networking opportunities at our monthly luncheon meetings. Our meeting attendance is over a hundred people - a testament to the value our members find in our monthly luncheon meetings. In addition, BARHA members have access to a court tested lease form and other specific forms that are required as a part of all leases in the City of Boulder. We monitor city, county, and state government and lobby officials to protect the interests and improve the regulatory environment for property owners and managers.

 

Goods and Services Providers
 

We introduce vendors and suppliers to our rental property owners and managers. Every month, our owner/manager members purchase thousands of dollars of products and services. We create opportunities for vendor/supplier members to highlight their offerings to prospective buyers.
