Mandatory Energy Retrofits

Boulder Residential Rental Property Owners asked to pay $35 million for Energy Upgrades
The City is hoping to mandate energy efficiency requirements, on residential rental property owners.
Properties that are considered out of compliance will be required to pay for the necessary energy efficiency improvements “out of pocket.” This could impact the value of residential property, as well as place major financial burdens on the property owners.

Advocacy
Rent control and/or exclusionary zoning.
Once again this year, a bill has been presented that would allow individual cities the ability to institute rent control and/or inclusionary zoning. The bill indictes it would be voluntary compliance, but as is often the case, the "devil is in the details"!
The current status is that Rent Control is prohibited throughout the State, so this bill would have been a drastic change for our industry. Since the Democrats gained control of both houses of the Colorado Legislature, this issue came up both last year and again this year.
Boulder plays an important part in these legislative issues because-many BArha members contact the House Committee members to educate them and encourage them to vote No on bills such as this that violate private property rights. We need to maintain our constant vigilance of happenings at the State Legislature and we greatly appreciate the hard work and cooperation of our BARHA members in these efforts.
